Why does Neo have to actually take a pill?

The whole point of Morpheus’ question to Neo is whether he wants to stay in the Matrix or go into Reality. He’s using the pills as stand-ins for each decision.
Therefore, does Neo have to actually ‘take’ one of the pills? Or can he just tell Morpheus his decision? Am I missing something in the Matrix lore about the significance rod digesting a pill? (Haven’t seen any of The Animatrix)

It's called choice. Neo says it himself. He doesn't believe in fate. He believes in choice. Which is why the whole thing ends the way it does.

I’m pretty sure the blue one is some sort of amnesiac that would make him forget everything. The red activates a tracer program in order to help find his “real” body outside the matrix.
